Medicaid Institutional Care Program (ICP)

The Florida Medicaid Institutional Care Program is a needs based program that helps qualified people pay for nursing home care and provides general medical coverage. It is a portion of the larger Medicaid program created in 1965 the law for which can be found in the United States Code at Title 42, Chapter 7, Subchapter XIX of the Social Security Act.  It has grown considerably in size and scope since then.

Medicaid ICP is administered by the Florida Department of Children and Families and is a dual state and federal social program.  As such, each state has different rules, and the descriptions and explanations contained in this website are intended for Florida residents only.

In addition to certain medical criteria that must be met for an applicant to receive benefits, there are numerous financial tests that must be satisfied to qualify. These rules are contained in a manual known as the ACCESS Florida Program Policy Manual.
